WaterManipulation needs a telekinetic ability (-to move a waterblock from point A to point B hole) though, which that feature will have the ability live up to it's name: watermanipulation.
Unless moving a water source is useful for something, I'd disagree. I can't see that being too fluid-like, which is Water's whole style (Flow like water). It may be useful in survival but geez it would take forever to get from point A to point B, shifting, holding a block of water. I'd rather use a bucket. I'd like to see that idea extended further.
Well, it can be made fluid. Just as you move to a pointing airblock, it will reach out like a lasso to that airblock point, but once it does reach it, the end of tip of the starting point will retract back to one block.
Like how you would ask your friend to pull the (toy) spring away from you while your holding it, but then you let go the end of it and it will pull itself back to your friend's hand and will squeeze back to pressed-down inch.

Yea I think water flow should stay on the ground but can like go up hills if you're riding it. Also if it stays on the ground, you can use the hold shift function to bring it close to you and spin to make it spin around you like master pakku did

I'll elaborate: Waterflow should keep the ability to throw people up high or just carry them to a specific height like this, however it should only be able to do this while it's still CONNECTED to the source it comes from. Anyways yeah, waterflow is like LEGIT the main concept water lacks in stock pk. I'll provide some gifs below the responses to show you what I mean it's been displayed a MULTITUDE of times. Waterflow is the blocking/carrying/mobility move that water lacks in stock pk. It's 1000000% canon (I see what you mean about the height thing though, I can see it having a height limit that's no problem). Basically, part of waterflow is the watermanipulation thing you were talking about. In stock pk flow would be improved obviously, more functionality, more balance, etc. A quick delve into the functionalities though, Nick(@NickC1211) actually pointed out something that I really want to see in flow, damage, and Kya's use here justified EXACTLY what I've been envisioning for years.

Unfortunately the show doesn't show us what happens when it comes into contact with someone... I guess we can assume much like shockwave it'd push them upward a bit.
She didn't use water to boost her mobility at all in this? She simply made an ice ramp to help her jump across the moat. Nothing carried/propelled her.

This is a use I currently have for waterflow, bring it up and freeze it to block an attack. One of the most fun things in the game.

I'd really like to see water becoming more like this ^ But unfortunately I see it being difficult to make thus making it in the far future.
I say we can do it sooner with some simple rework.

Well it's a mix of both. Yeah, I assume it explodes to some extent actually based on how it reacts to the pillar, maybe encasing the opponent in ice, or creating a ring around them

Second of all, I'm not gonna look through these gifs, because you didn't insert the way I recommended . Right now it is difficult for me to look at them through my smartphone. If in these gifs we can see a waterbender ever sending people blasted to the SKY like at the high speeda from the ground, then I guess we can have it. If not, waterflow is over the line and very exaggrated.
What I mean is by saying like "TORNEDO", I mean metaphoricly - like 'really fast'. Once you use waterflow, it feels like gonna be sent to outter space. Why? Exaggrated, not canon, no evidence to support such tactics.

Second of all, it is more overexaggrated once it lifts his targets off the ground.
If you can provide example of blast that twists/twirls/curves/changes course in mid-blast and that carries of the ground, from the bottom to the SKY limit, I would gladly accept this combo.
Oh and another thing: AirStream carbo copy much?
With the flaws addressed, waterflow would seriously break immersion of waterbending, due to the application of easily others WHEREVER the waterbender wants.

But to quickly address your torpedo thing, Waterspout XD You just described Waterspout XD Height limit would be configurable for flow aswell. Also, the full moon waterflow is what would replace surge, not the long version. Anyways. this conversation is pointless unless you look at the gifs.

Ok, so I checked out all of your gifs. Some links directed me to google images pages, so I'm not to what you're directing me to look at, what canon instance. Those that direct me to a gif, it doesn't change my point arguments, but more as a approval.
What Kya did, to me it appears to be (essentially) Surge that is launched from Wave/waterspout move. Off-topic, but how could it would be If you could launch surge from that as a feature? This is a MUST have, If we were to look how to fleshed out this particular bending art.
Katara knock those guys with something that what we already have in the game, and again - essentially, a Torrent. It just looks different from the show. And the ice ramp didn't propel her, she used/created it to run over to do a high jump across the moat. I do agree that torrent projectile should freeze itself instead of creating ice domes when it only hits blocks and freezes no one.
Unalaq's technique isn't closest to what WaterFlow is, except the freezing. All these just meet my arguments/point: it goes straight and doesn't fly up like a rocket/torpedo. Waterbending isn't airbending, so why should it sents its target high UP TO THE SKY?
The Only thing what we got close to WaterFlow is when Katara rescued Sokka and other two people from possibly plummeting to their death. However it was quite opposite of one would expected: it acted like a "waterslide", so instead of pushing people it pulled them down gracefully.

In function, the last two are just torrents and (and I reminded, just because its prettier doesn't mean its necessary). We aren't sure what effect that "IceRoll" would have dealt to Pakku, but If it had reach him I can pressure it would deal knockback, thus its essentially Surge. Same for the first Gif, but I would like to have the ability to blast surges from waterspout-waves.

A: Different interpertations. Not necessary waterflow, but it felt to more like waterspout-wave to me honestly. Kya had to "charge" (she held hands and was in a stance stalking, before dashing in) and she didn't soar that high away from the ground with her stream.

A: Torrentr/Surge. There's no need for ice role unless of a good concept that doesn't clash with what we have currently.

I don't think blasting surges from spout is canon, blasting slices from spout IS canon, shown in paku vs firenation, but I haven't seen surge please direct me to that one.

I mean, it really could be either one, what she did could be a charge or a deliberate hold which you can do with flow actually. She wouldn't really have needed to go high because her intended target was on the ground. It also more closely resembles Jedcore's waterflow.

I mean again, you can safely assume that it's an exposion based on what it would've done to Paku and why he blocked it, it would be a floor bound aoe move, fairly different from surge and other moves. This one could be toyed with in function/activation, also it would be a combo.
