Hmm, so it works if you go into another world... This could be because you haven't given yourself permissions in that specific world. I'm not that much of expert but see if you can find multiple world folders in the worlds folder under GroupManager.

Probably going to need more information. It could permissions, bending could be toggled or other things. A screenshot of the group he is ins permissions could give us more of a understanding and make him do /bending toggle to see if it's that.

So getting different locations and adding them to a list or something and then teaching them what they can do with these locations.

Videos on Block Manipulation (Temp Blocks) and getting multiple locations would probably help people out a lot. ;3
