No, right now it just heavily damages players in the vortex and applies slowness, but now that you mention blocking of moves, I might add that in. :3

Bit of a late reply to this comment. I suggest you invest in a more powerful server or reduce the amount of plugins your server is running because it runs nicely for me and my mates. :/

I'll update it and stop it from breaking barrier blocks and I'll add in an option to choose if you want falling fire blocks or not.

Reminder for everyone to make sure that their JRE and JDK is on version 7. Java version 8 impacts massively and causes a NoSuchMethod Exception when you try to call the keySet() method(used in the progressAll method) with ConcurrentHashMaps.

I haven't touched the weather-side of the Bukkit API so not sure if this is possible but couldn't you check if the world is raining and then check if there is blocks above you?
