I believe it actually does toggle all Bending, it just doesn't spit out a message, which is a different issue. Try testing to see if Bending is disabled, in 1.5.0 it'll send you a message. (The fact it doesn't is just an oversight)

Could be an issue with permissions, or if you are using a dev build your main world is in the disabled worlds list inside of the config. Report back once you can tell if either of those is the issue.

Making more blocks bendable can be done in the config file.

Metalbending iron blocks pretty much has one practical use -- Griefing. Additionally, Diamond and Emerald ARE NOT metal. Suggestion denied. If you really want them to be Earthbendable, this can be done in the config.
