Because it is a really rare ability!! Azulon and Azula (gg, bending "fogo azul") were the only two firebenders in the series able to bend blue fire.

This was explained in the series. Azula has blue fire because she is Avatar Roku's descendent's.

This is what I was afraid of xD It would work as a wave when it is in contact with a water body. When it disconnects, like when Katara bursted it into Azula, it would act as a stream.
