With collapse hardly being on people's binds when fighting because it isn't that useful, perhaps the combo would be better activated by catapult? Catapult can moves blocks to push you forward, it isn't that far of a stretch for it to do the opposite.

This move would be a lot more better if you had to charge the move. That would suggest you was creating the water out of thin air rather than instantly creating it.

Just some suggestions; This should be a combo and it shouldn't be able to be controlled. You should have to fire it instantly after making it, rushing it straight to your target. It would be a lot more aesthetically pleasing if it was a little bit thinner and longer, or just longer.
