Implementing this in-game would be awkward and complicated. The suggestions you offered for spout seem to give it less control and precision and having curvature would just be too hard to implement and get it working correctly. Suggestion denied.

Unfortunately, you have to add the permissions for the subelements too. This will be bending.water.bloodbending I think? Check the wiki. Then, when someone chooses water, it'll check for that permission and add bloodbending to them also. If someone has already chosen an element you'll have to...
