As the Tornado of today can only affect User on a intruiging level, while others not that much - how about we change that? No, it shouldn't bungee-jump players to the sky just to have them the pavement after plummet back down, because that would be damn OP! How about having this technique operate in reverse when used on somebody else - pull one in? This feature would balanced, and obviously exists as canon (Jinora and other airbenders used this on Zaheer).
To simply put, when you're forming the tornado while looking at the ground, but not standing on or your feet below it, or looking at someone, it should start pulling them from the top (if they are high-far away from you and that is If they get) to the bottom.
This can come in handy when you have to put down a kitty from the tree down to safety, or a waterbender is camping on a waterfall, or when you need to pick up an earthbending that's chilling on the mountains, or catch an airbender that is using Flight, or a firebender jetting, someone spouting ect. I think you got the idea.
