Possibly, but in the show Bolin sure wasn't close to the ground. But, I don't see why it couldn't be close to the ground.Maybe it could be close enough to the ground so an earth bender can Earthblast out?
Or maybe you can have a configurable hold time...If he wasn't close to the ground use raiseearth under the user if there is some earth underneath him. If there isn't then good positioning by the user.
