Move description this move would work in the rain. Select it and the rain will dissapear around you like water bubble. Click and a ice dome will form where the rain was.

Actually, I think by using block ID number 36, you'll get an invisible, albeit fragile, block that prevents rain from falling to the ground. These invisible blocks could slowly turn into water blocks for as long as the move is held.
