Fixed Water Spout No Fall Damage

Where the bug exists: The move Waterspout
Description: When spam clicking (left-click) Waterspout while falling (even from cliffs on to ground and other places with no water) you won't take any fall damage. This existed in Orion's plugin as well. No errors are given or anything like that, players are just able to avoid damage by using the glitch.
What should happen: You should still take damage when landing on non-water blocks.

@angelic_zombie can provide a video of the glitch in action if needed.
