So far its my impression that the technical ability required is the "leveling system" in this plugin.
You don't really need to have one except for the subbending or very rare/powerful moves (bloodbending level rare/powerful)
But then again the sub bending was going to be randomly assigned or somethign.
 
This RPG will be more like when the first people left the lion turtles due to the saturation of benders.
So maybe just roll with that. As i cant see many people choosing not to bend
