Players can bind but can't use

Players can bind abilities but can't use, its not valid for all abilities, just some of them like Lightning, FireBlast, Combustion.. Otherwise OP players can use those abilities.

Update to world guard 6+ and try the commands again.

I'm pretty sure the version you're using only supports world guard 6.1
