Theres a plugin to use the minecraft leveling system to do commands at certain levels but it doesnt interact with PEX too well:/

We let all the moves be open, but give all individual permissions, so as to be able to let server owners do whatever they want with them. Bending levels is a good idea I think personally, but we want server owners to decide that for their server themselves, and how they would work, rather than interfering in what is entirely their matters.
Marked as denied, several other plugins can be used to create a server specific Bending leveling system. If you really want to try this suggestion again, you should put it up once we have the RPG suggestion forum open, as it is likely it would fit there better than it does here.
