A 3x3x3 block of ice shouldn't be needed here, just a patch of 3x3x1 should suffice, as they pull ice out of it then create the ball.

Denied. This is a decent suggestion in its own but it doesn't really work out too well mechanically (with ice). If you think about the MC world, you really never see ice more than 1 layer deep (unless it is man-made, in which case, just use your other abilities)
