With those factors in mind, it needs to be buffed, not debuffed, or are you just against fire having a move good against water campers?

How is a close ranged attack move going to help fight water campers?

Denied, the suggestion is far too OP by nature and really not necessary. You don't have enough health to afford two extra hearts per hit (especially with an element with as much brute offense as Fire)
