Anyhow, I think this is a terrible idea. Zaheer was a special case, like Azula, of prodigal bender. Complete flight should not be implemented in the plugin for airbenders, as they already have limited flight (tornado, airspout).

Flying is already a feature in the vanilla game. So why does there have to be an ability? Just arrange your server so that flying is a skill that is very very hard to master. For example, maybe a ranking system where if a player reaches say rank 5000 or so, they unlock it.
