No, it didn't tame them but if they didn't do the dance they could have been eaten... They were told that the Dragons would judge them and if they deemed them unworthy they'd be killed on the spot. By doing the dance, they proved themselves and the dragons were un-hostile towards Zuko and Aang.

I agree.... And it's not something they would be forced to use (Like AvatarState (some servers don't allow use of it)) But they could use it if they want specific areas or such. I know one server that just completely disabled a move simply because of its destruction. They wouldn't have to deny...
