No, they haven't worked on Project Korra Spirits and there are no add-on abilities. You could always make a suggestion for one but don't put it in CORE suggestions. Put it in Community suggestions as a suggestion for add-on developers.

I don't think anyone uses one for this specific reason.. I know there used to be a Project Korra sound pack that changed all the bending noises but I think it was deleted.

I dont think you can change the sound effect... Not without a Sound Pack (Which is a resource pack but one that only effects sounds).
