It is removed from the plugin. 1 reason for that is that it looks horrible I think.

maybe, when you're on fire, fire appears around you in a 1 block radius...? ._. Represents bending the fire away from you...? ._. It probably sucks but just saying... :D

but how would it actually look like in minecraft? Because those things that ghasts fire (forget the name) look like hot stone, not like fire :/

Well actually left click changes the shield state. Right click prevents the shield from disappearing. So actually all the posibilities for surge are taken...

Well an iron sword named Dual Sword. And when you right click you get 2 stone swords for example. One does more damage than the other and the other one is for defending with right click maybe. Just example. It would just be 2 stone swords without thatXD

I also think water needs a new move. I'm not a fan of waterarms so that's the main reason why I made this :3
