This idea isn't bad but I don't believe it would work out. I do like the idea of making each Chi moves into combo's but if it was put into play it wouldn't work. It would be immensely hard to balance, because the player would first paralyze you, then go down the list of combo's doing damage for...

It would be incredibly hard to do this if the surge wall has to be 3 blocks away from you and this doesn't really make sense. I'm struggling to understand how a surge wall turns into an ice bullet. I'm going to deny this.

With Firebender's being weak at night time I don't believe that this is needed. Also, this video disproves your suggestion somewhat, because his Firebending is still pretty powerful: I'm going to deny this.

Sandspout was added to introduce Sandbending. Although this combo would be cool, I'm unsure if it's needed because their is already iceblast, icespike and then the ice throw in waterarms.

Lava doesn't really have defensive moves because it's hard to control. Your defensive lava moves could easily end up hurting you more than they protect you. The addon move "eruption" works the same way you described but it's for offense. I'm going to deny this.
