There is no permission for this, as it's not really a feature. You can already bend with "items" in your hand, but for weapons, it is configurable per element in the config (default is fire can bend with weapons but no other element, I believe).

Yes, just use {ELEMENT} or {ELEMENTCOLOR}. This will work with essentials, even with ProjectKorra's chat formatting disabled (colors are still derived from the config, however)

There is no official version of ProjectKorra released for 1.13 yet, but you can find a work in progress 1.13 version at https://github.com/Simplicitee/ProjectKorra/tree/wip-1.13 . You will have to compile it yourself, however.

In Eclipse: Right click the project -> Export -> As jar file -> Browse for export location -> Finish

Are you using Bukkit or Spigot? ProjectKorra is designed for Spigot, and may not fully work with just "Bukkit". Also, can you please post the full error found in your console?

What I did will never make it to core. If it is going to be implemented in core, it'll have to be redone completely and/or properly. You'd understand if you read the source code for this plugin lol

If you read the installation guide, you'd know it isn't a mistake. It doesn't modify the normal torrent at all. Which is why it's a side plugin, because it hacks its way to glory instead of overriding the existing torrent.
