i think this is a good idea in the manners of making water more of an...how to say...usefull element? im seeing the biggest potencial in being able to do this waterring and changing in to diffrent states, like for example, lets say you are fighting an firebender and you are planning to freeze...

um i had kinda the same problem :P each time you add a new ability from the community or config something wrong (somthing that config wont agree on) the config restarts, also you need to make shure the server have restared after you have fixed the config :s or else it will restart aswell or dont...
