Snowballs in the inventory should act like waterbottles

Don't think so. Actually - why not. Just found that waterbenders can turn water into snow. That way, waterbenders could reuse them by coverting the element back to the balls for other use.

If anyone tries to argue "just craft them into snowblocks from your inventory, place them and bent from there" or something along those lines, all I can say that the waterbender in some circumstances might not have all the 4 required those snowballs to craft one, which puts the waterbender in an un-logical disadvantage.

Why not? We seen a waterbender turning water back to snow.
Was it from a large distance? Was it when they had just shot a watermanipulation at someone then they immediately prepared a torrent to launch at them?
I'm not saying that they can't change water into snow, it's just not logical in this situation.

Well, so waterbottle's mechanic too. You can pick water back from hundred yards afar, and fill it into the bottle again.

That works because it was like a major plan for you to put it back into your water bottle, like a whip motion. But freezing it into snow on contact isn't really controlable - it's just weird.
