New Water move: Subzero

Element: Ice
How Used: [Hold shift]
Description: So when the user of this ability is holding shift, it freezes the moisture in the air around them, slowly spreading outwards in a circle, inflicting slowness on all players in the radius that lasts for 6 seconds. This move could be used as a way to escape, or be used to slow your opponents in battle and then beat them. If this comes into contact with still water then the water freezes over. This move cannot be used in water.
Configurable Aspects:Radius of move: 7
Duration: 10 seconds
Cooldown: 8 seconds after move duration ends.
Strength of slowness: 2
Length of slowness: 6 seconds

Would it affect you? After all, isn't this like a AoE FrostBreath?
It would be pointless if it would affect you to, as you couldn't bail out from the fight. How about in the direction you are shifting, that direction around 180° angle would be affected, freezing the moisture in it. If someone (including) gets into contact of that place, the abilities effect will take place on you to.

The most that would do is lower the temperature by a few degrees, or give someone a cold. How would it slow them down? That makes no sense ._,
not trying to pull an owlcool but this thread makes no sense

Imagine like being in a snowstorm, how the snow gathers on you. This would be that, except ice gathering on the people

so waterbenders at an average level of bending (not even master or avatar level) can now create miniature snowstorms to partially freeze their enemies? as cool as that sounds it still doesnt make much sense.
k but lets assume the move would look cool in the game and it would actually work

so you press shift and everyone around you gets frozen without any aiming or timing the move or anything. this sounds like what would happen in the avatarstate version of the move...

(like suffocate)

I think you should change the move entirely to where you have to hold shift on one person, because that is way more plausible than aoe frostbreath
oh and it needs a warmup time of like 4 seconds then cooldown of like 30 seconds

Placed looking into because the idea of freezing moisture in the air isn't completely unrealistic, though I think with some changes the move could be good.
