Fixed WaterSpout Fly Glitch

Version: Core Version 1.4.0
Plugin: Projectkorra (Core)
Where the bug exists: An ability.
Description of the bug: When I am using WaterSpout and relog, I have the fly glitch.
What should be happening instead: The player should fall back down to the water, not have the fly glitch.
