Notice how the Water and Earth cancel each other out rather than one overpowering the other.
 
Fire attacks always got cancelled by waterbending. As earth&water and always stopped each other, therefor I think why someway one other needs to go through somehow.
 
I really think earth would be nerfed with RaiseEarth nerf-ish type of deal. Imo RaiseEarth should start small (with the size of 2 width wall) than as the earthbender holds shift longer the bigger it gets (maximum size 6 width). It could be define in tears (tier 1, tier 2, tier 3).
