Air Benders need to deserve the actual lethal potential of this move, but there is a problem with Tornado. When I use to be an air bender, I would kill mobs by using tornado to sweep them away high in the air and drop them to their death. But when fighting other players, the attack doesn't pick up the players as high and as violently as it would with mobs.
This can apply to the twister combo that goes with air bending. I would suggest making the tornado do the same thing to players as it does mobs. That would mean one of the two things:
