Players cant use most moves

A player on my server cant use most moves, only air and water spout and airscooter.
He says that the binding works and that he is doing it properly.
my console says nothing about this.

Probably going to need more information. It could permissions, bending could be toggled or other things. A screenshot of the group he is ins permissions could give us more of a understanding and make him do /bending toggle to see if it's that.

It worked once we went to another world.
But I dont understand why it doesent work in the first world, we were both op and same rank (Default)

The - -bending.ability.* is not the problem, we have a plugin that gives permission once we reach a level and it works otherwise his /b bind waterspout wouldnt work.
I could be worldguard but we were both owners of the region, plus it worked for me

Hmm, so it works if you go into another world...

This could be because you haven't given yourself permissions in that specific world. I'm not that much of expert but see if you can find multiple world folders in the worlds folder under GroupManager.

You can't set permissions per world with groupmanager I don't believe

Really? On my server we have a worlds folder and then the name of the worlds that exist on the server.

The abilitiees he is able to use are "passive abilities". In the config, you can allow passive abilities in protected region. Maybe world guard is the problem?

Worldguard is not the problem, he still cant use the abilities away from a region.
