Phasechange Bug

• Which plugin you are using: Project Korra
• Which version of the plugin you are using (Can be found with /bending version) Beta 19
• Where the bug exists (Is it in an ability, a command, etc) ability, Phasechange
• A detailed description of the bug you found. When you click to freeze the water it doesn't always work.
• What should be happening instead. I don't know if this is server side but if you click to freeze the water it should freeze every time

You may be under the sea level, so you cant use phasechange entirely

No Alex, this has been a bug for a while now... Even when the water is well above the sea level.. It's just a bug that the move just won't work..
