Bug Report Permission Problem

I know I uploaded a Permission Bug Report but here's wanted I wanted to say.
I found the permission's for the bending moves like Bending.ability.collapse I used the permissions for all the normal Bending moves for normal Earth-Bending and not Metal-Bending but people can still Metal/Lava Bend. the custom abilitys and normal bending move permissions don't work well. I need some help with it. Can anyone help?

This permissions problem is the only thing standing in the way of me advertising my server. I need my server perfect before I can advertise.

I used that plugin its useful but its not helping me with my permission problem. the problem is I cant limit what benders can do. they all can Lava, Metal, Lightning and more bend. I want to limit this. I want to keep Lava, Metal and other bending powers like that rare

you mean bending.earth.metal , bending.earth.lava , bending.fire.lightning , etc. ?

For this even if you have taken away the ability permission nodes, the plugin might confuse the ability and subelement permission nodes, letting the subelement permission node override the ability permission node and allowing them to metalbend and lavabend. If you want to stop it you will most likely need to add these permission to the groups:
"-bending.earth.lavabending"
"-bending.earth.metalbending"

I did it and it stopped the bloodbending and lightning and ect but it didn't stop Lavabending and Metalbending. Im using ServerSigns and when people choose Earth they can Metal and Lava Bend

If people can bend the moves they got from custom moves this is the creators fault. They should insert a check.
