Fixed Not being able to Waterspout on Snow blocks

  • Which plugin you are using- ProjectKorra
  • Which version of the plugin you are using (Can be found with /bending version) 1.4.0 Beta 12
  • Where the bug exists (Is it in an ability, a command, etc) Waterspout ability
  • A detailed description of the bug you found. If you haven't ventured onto a custom map, you haven't noticed this bug which is why I see it is overlooked. But on multiple servers I have been on, you cannot activate waterspout on a snow block. If you activate waterspout on a snow sheet, ice, or water and then you go on a snow block it works still. But if you try activating waterspout on a snow block (not sheet) it doesn't work.
  • What should be happening instead. You should be able to activate waterspout on a snow block.

Also we used to be able to activate waterspout on leaves if there was water underneath them, but you can't do that anymore too
