Resolved No permission to use Flight (airbending)?

Why can't non-op players use flight? Even after doing /bending add flight
It still says "no permission".

Help please?

Forgot to Mention: I am using 1.13.2 spigot with 1.8.8 Core and most recent Korra RPG.

I also have essentialsx.

I also added the permission nodes in permission.yml

groups:
Default:
default: true
permissions:
- bending.air.flight
- bending.ability.flight

Indentation might look wrong because of the forum post.

If anyone wondering, I fixed using luckperms.
