I am thinking that heatcontrol should be able to freeze water......... Heatcontrol means controlling the heat and firebenders should be able to lower the heat in the water freezing it or making the heat go up to melt it. Basically it is phasechange but with firebenders.

Firebenders are heatbenders that is how they get fire. Firebenders can put out fires that are already there by lowing in the heat. So they should be able to lower the heat in water or other liquids all the way to freezing point.

They aren't necessarily heat benders, as if that were the case it would require massive amounts of training, which it doesn't seeing as how Wan made a large fireblast SECONDS after getting the element. I would say it requires more skill to create less heat and control pre-existing flames
