Suggestion Elemental Balancing

Water Balancing: With this, waterbenders would not be able to swim in the ocean for a indefinite amount of time. First off, waterbubble would have a giant cooldown, and phasechange would have a rightclick on ice feature, that would make the ice follow you, in a way that you can't fall into water, and there would also be a trail of ice behind you. Water would have a slight warmup for bending abilitys, along with plantbending, but Plants would decrease warmups, and cooldowns. Ice would do things like increase damage, and increase the speed of waterbending. This is actually a good thing because it would discourage water campers and encourage people who use things like ice and plants. Waterbenders would be unable to use more then one water manipulation while 2 blocks under water, to discourage water camping, as they are focusing on things like keeping water out of their eyes, and swimming.

Air Balancing: To help encourage waterbenders to stay on land, AND to be more cannon to the series, airbending would not break plants. Airswipe would be thinner, but however, it would have increased range, like how airbenders usually don't stand within punching distance of their target.

Earth Balancing: While on land, you would be able to use raiseearth on water, but not while in water, this demonstrates how toph could not just bring up more earth, she was busy attempting to badly swim. This also makes it slightly more diffectult for a earthbender to block off a whole river.

Fire Balancing: Fireblast would have decreased damage, but you would be able to shoot more then 1 at a time. Maybe a third of the damage but being able to shoot 3 at once, or half damage with two at once. Maybe decreased knockback also. This would represent a firebender being more then able to shoot multiple fireballs at once.

Well, the warm up for water. Torrent for example already has a slight warmup.
