What type of an item would this be? I personally think this could be an item of a tripwire hook (can't think of a better item). I think the animation needs to be different, either by different particles or by their position/movement. Players that aren't chi blockers shouldn't have restriction using them, but those who are could deal two times longer lasting status effects since they are self-taught to be proficient enough in using them for a greater effect than normally, being their priority to wield them often than any other.
This item could be a Chi main Item that creates the same particles around your hand as lightning and when you hit someone with the item it stuns them(slowness) and gives them weakness
