Denied Custom Abilities

Being this is part of ProjectKorra, and one of the largest things in ProjectKorra I think the two of them should be combined! Basically what I'm saying is that is it possible for this to be tied into the abilities people make? An example is something involving let's say lavaflux, and someone wanted an item to make it faster or longer.. This would be something the coder would put into their add-on ability.. Is this possible?

Items is meant to edit existing YML config for existing moves. I feel like you haven't got a good grasp on the concept yet.

Custom moves are placed into the YML config.. I want coders to be able to have items access their config
