Fixed /bending toggle all Not Working

Version: 1.4.0
Where the bug exists: The command /bending toggle all
Description: When I use /bending toggle all, nothing happens. No errors either. I do have permission to use it.
What should happen: It should toggle all bending.

I believe it actually does toggle all Bending, it just doesn't spit out a message, which is a different issue. Try testing to see if Bending is disabled, in 1.5.0 it'll send you a message. (The fact it doesn't is just an oversight)
