What should be happening instead?
It should not be turning off instantly.

the duration has to be above 0. -1 does not disable the duration.

You probably know this, but as I'm unsure do you or not, you can request for the duration to be turned off able, as a feature in here: http://projectkorra.com/forum/forums/suggestions.8/

For future reference, if you want a duration disabled just make it some really big number so it seems like it.

Yup. At most, set it to like 24 hours (lol). So that's 86400000

You shouldn't need any more than that xD
