Plenty of people have been shown on waterspouts without being required to be spinning, I don't think it's necessary; even for airspouts.

This ability is pretty much AirSpout while using other abilities. Who's to say that's a completely different type of AirSpout? He could just be using normal AirSpout and not moving with it, which you can already do.
This ability doesn't seem to merit a new ability since you can pretty much accomplish the same thing with AirSpout + X ability.
