1.9 changes to avatarstate

Hey, this is a very very very simple suggestion.

Make it so when people enter the avatarstate they have the "Glowing" effect 1.9 added, easy. (is configurable)

Would be closest thing you have to glowing eyes in the avatarstate, except the player is glowing. Still seems good to me.

Wishing that avatarstate allowed to change the skin into a set one that was desireded by the admin - that way you could glowing eyes and/or tattoos... That would be cool

Avatarstate is in core, so it'd make the most sense to simply add it to the core plugin's move..
