It's not, it's the same on my server, i even gave the perm node, and it won't work. It's the plugin, because 1.4.0 works fine.

With ProjectKorra 1.5.0 BETA 13
Disables the usage of 'Fireblast' 'Combustion' or 'Lightning' for people who are not-OP but do have the permissions.
I found an error when I asked my players if they could try Fireblast for me.
