I think it just respects the build flags, like as to not being able to use it. If you don't want it to break blocks, you can just disable breaking blocks in the config.

TNT flags if your talking about WorldGuard
Build flags for most of the other plugins like:
- Towny
- GriefPrevention
PREVENT_EXPLOSION flag for PreciousStones
