Im going to side with @Meskenas-Chi_Blockeris and say they should be able to carry more. The people in the world of Avatar seem to be able to carry a lot more weight than us Americans. Katara was able to have several water skin pouches full with water and move like they weren't there.

I agree that waterbending moves should be lessened when using water bottles. I also think you could make the move bigger by using multiple bottles at once. Like click to use 1 bottle or shift to use the full move.

There is an option in the configuration file to change the wave size. I am not sure if it acts like high jump or fire burst though. With high jump, 1 is like a 2 block jump. But when you set the height to 2 you jump like 15 blocks in the air. The configuration is weird. Talk with your server...

Depending on the type of move you downloaded there are also Combo and Multiability folders. Be sure to check the add-ons description, they will usually tell you which folder it needs to be in. Most of the time the add-ons will go in the Abilities folder.

When people are waiting for a duration to go up, they think of it as a way to make the move less OP. I think when they think of fatigue they are thinking of potion effects rather than a move cooldown, even though the cooldown commonly represents the fatigue.
