Tbh the only thing that's probably changed since you last were here is the addition of the official server and some new addons. Most of what you see in Pk has been there for a while and the site looks different.

The Avatar "element" doesn't have a permission as far as I'm aware. Just give permission bending.ability.avatarstate and I think you'd be good.

What are they doing in the middle of a river in the first place? I find it unlikely that they'd end up too far from one side because if they were thrown or pushed they'd end up more on one side then the other.

Or widen the rivers to give Waterbenders more space and change the way players spawn into the arena.

Well if you haven't given them any bending perms then that would be the issue. Can't recall them off the top of my head though. Too bad the wiki isn't working :/

What perms have you given the players already? Was everything working until you added a specific thing?

Lol If by size you mean size of the tornado, they already have that. Just edit the height and radius to your liking. If you don't want cooldowns then set them all to 0.
