So basically it's like buying access to a different textured wolf and acts just like a wolf would (You go out and find it and tame it and stuff). And it also adds the feature to level them up but you can't level them up more powerful than a wolf? Am I correct?

So Moon said that you buy the ability to allow your pet to fight for you, that's not true? From what you say I gather that it only allows you to take more pet types then just a wolf, however they act just as wolves.

The information I had was from @Moonelight and @MeskenasBoii Seemed like they were trainable to a sort of "OP" fashion since Moon kept mentioning his "extremely high level" pet.

Exception to what? The EULA says you can sell cosmetics. Just can't give a player any sort of advantage over others (like allowing people with money to have fighting pets).

It's mainly not going to look like fire because of its lack of texturing. Water is just blue mostly whereas fire has a certain color pattern. Even in Azulas flame you can see the texturing. And that specific texturing is what separates Fire from Water IMO.

I've used different shades of blue when messing around with water stuff. Didn't look like fire at all.

It would still look like Water and not Fire in my opinion. It wouldn't look nice.
