Macs come with Java 6 and it seems it's your server is defaulting to that. ProjectKorra is built with Java 7 so that's why it's incompatible. Could you try running in terminal "java -version" and post the results? (This will just confirm things)

The permission is bending.command.choose . Users will also need bending.fire or bending.water etc, for every element you want them to be able to bending.

In the meantime, I suggest you tell your players to just clear a slot and put the blocks on that slot. Just use /bending clear [slot] to clear it.
