Servers can provide a custom resource pack for players to use but that's about it. Sadly we can't make the sun's texture change for certain events using a resource pack nor can we change the color of the sky for an event. There are just the limits of the minecraft server sadly and can't be done...

In all honesty, you can't call people with only 1 element "avatars". The permission node should just be for if they are allowed to be called an avatar. That said, that doesn't mean you should be called an avatar with only one element. That logic is screwed in my opinion xD
