The other move isn't all that much better. It does 0.5 more damage and more knockback. How about instead of making it require an ice source, make it so it can only be used at night? That way there is a balance. Can everyone agree with this?

Sort of, but not to much. This has some different attributes than suffocate, and there isn't really much you can do with breathbending.

And should I split it into two moves?

It is just a name, and if you do not like it please suggest what you think it should be.
