It doesn't necessarily need to be like that, it could simply be a item that is destroyed if it falls into water, such as pressing q. If it doesn't exist, then it will allow waterbending.

Well actually there is some science behind that. Airbender's are by nature vegetarians, and vegetarians obviously aren't used to eating meat. When they do, they can get some obvious effects such as nausea, dizzyness, etc...
